Embedded titles and footnotes might appear to be hidden when the HEIGHT= option is specified with no unit of dimension in a TITLE or FOOTNOTE statement. When the unit of dimension is not included with the option, the title or footnote is generated with a row height of zero, which prevents it from being displayed correctly in the worksheet.

To circumvent the problem, add a unit of dimension to the option, such as HEIGHT=10pt. This prevents the row height from being generated with the incorrect value. You can also install the updated ExcelXP tagset to correct this problem. The tagset can be installed from http://support.sas.com/rnd/base/ods/odsmarkup/.
